Session 7 Nebula

Develop ideas of where you could incorporate the use of Scenario Planning in your organization.

To establish an innovative learning organization of high schools in Mainland China, it requires more support from government, school leadership, teacher, students and parents. Based on the analysis of change, professional development and assessment of my target organization—my university, many places need to improve actually. So to consider the scenario planning to my university, I would like to develop my process in following steps:

First, identify focal issue. Most important problem is curriculum integration in my university when school tries to implement ICT in teaching and learning. Professional staff training cannot catch up the development of technical adoption, which cause the combination of innovative pedagogy with curriculum is difficult to realize.
Second, search for driving forces. The most powerful forces in Mainland China must come from the government. Concerning about the investment, policymaking, and professional training, what most handled by government, it should be a necessary step to promote school changing.
Third, find uncertainties. The next question is how to balance the conflicts between school and government and school and teachers. Focus more on some experienced schools and teachers, who have a solid culture embed for decades or even hundreds of years. Also the sounds from parents and students are important when school starts implementing the plan.
Forth, give strategic analysis. Finally a school organization needs to summarize the whole factors and give an overall analysis about the innovative strategies to school organization. Depending on the different situation of each school, local plan for school leadership is curial to fit bottom-up school management structure.

It is of course not an easy work to make any changes within the system. Do you think there would be any in short time. If so, what changes would be most likely to happen?
